Put chopped broccoli and carrots in a steamer basket and steam for 5-6 minutes, until a fork can pierce through. Put the vegetables in a large bowl.
Once cool add cheddar cheese, egg, flour, minced garlic, salt and pepper to the bowl and mix until the mixture has a semi-creamy texture.
Place a large pan over medium-high heat and add avocado oil.
Use a spoon to scoop out medium dollops of mixture and place it in the pan. Let cook on each side for about 3 minutes, or until golden brown.
Remove from pan and place on paper towel to absorb excess oil. Enjoy!
