In a saucepan on low heat, melt chocolate with coconut cream until smooth. Set aside.
Preheat oven to 350F. Grease a 9x9 silicone pan with coconut oil.
In a large bowl, mix flour, 1/2 cup oats, baking powder, baking soda, and salt together.
In a small bowl, combine the brown coconut sugar, oil, and vanilla extract. Pour into the larger bowl and mix all ingredients until smooth.
Take 1/2 cup of the batter and set aside for the topping.
Press dough firmly into prepared pan. Pour the chocolate spread over and spread out evenly.
In a bowl, mix the 1/2 cup reserved batter with 2 tbsp muesli cereal and vegan butter. Crumble with fingers and sprinkle over the top of the chocolate layer.
Bake for 20 minutes. Let cool before cutting into bars otherwise they'll fall apart. Enjoy!
